Our Responsibility

Responsibilities of the PURC

The Public Utilities Regulatory Commission (PURC) is the statutory body mandated by the PURC Act No. 20 of 2016 (amended 2025) to regulate the electricity, and water and sewerage sectors in the State of Grenada. Guided by principles of transparency, fairness, and accountability, the Commission ensures that these essential services are delivered in ways to protect consumers, promote efficiency, and support sustainable national development.

A key part of the Commission’s mandate is to promote and facilitate the transition to renewable energy. The PURC not only encourages the integration of cleaner and more sustainable sources of energy, such as solar, wind, and other emerging technologies, into Grenada’s energy mix but also designs and implements renewable energy programmes to support this transition.

The Self-Generator and Independent Power Producer programmes are initiatives aimed at empowering consumers and businesses to adopt renewable energy solutions, stimulating investment in the sector, and fostering innovation. Through these initiatives, the Commission helps reduce dependence on imported fossil fuels, strengthen energy security, and advance Grenada’s climate resilience and environmental sustainability goals, in alignment with the Government’s commitments under the Paris Agreement.

The PURC also plays a central role in advancing energy efficiency and conservation through regulatory oversight, consumer education, and stakeholder engagement. The Commission encourages consumers to use energy wisely, helping to ease pressure on the system while reducing the harmful effects of carbon emissions on the environment. These initiatives help modernise the energy sector and ensure that its benefits extend to households, businesses, and future generations.

In fulfilling this mandate, the PURC strikes a careful balance, creating a predictable regulatory framework that enables investment and innovation, while safeguarding consumer interests and strengthening the national development priorities.

Water and Sewerage Sector Regulation

The Commission provides regulatory oversight for the provision of water and sewerage services to ensure they are safe, reliable, and environmentally responsible. Our responsibilities include:

● Safeguard consumer interests by ensuring water is safe, reliable, and fairly priced.

● Overseeing sewerage services to protect public health, sanitation, and the environment.

● Reviewing and approving tariffs to ensure that services remain affordable while enabling providers to recover costs and invest in infrastructure.

● Monitoring compliance with service standards, including water quality, continuity of supply, and timely response to service issues.

● Promote efficient water usage in relation to the management of Grenada’s water resources.

Electricity Sector Regulation

The PURC regulates all aspects of electricity generation, transmission, distribution, and supply.

In doing so, we:

● Safeguard consumer interests by ensuring electricity is accessible, reliable, and fairly priced.

● Approve tariffs and rate structures to balance affordability for consumers with financial sustainability for service providers.

● Monitor service performance and standards to hold providers accountable for reliability, quality, and customer service.

● Encourage innovation and sustainability, including the integration of renewable energy technologies to reduce dependence on fossil fuels and build climate resilience.

● Promote efficiency within the sector and improve service delivery.

Economic and Technical Regulation of Public Utilities

•  Hear and determine complaints relating to rates payable for services of a public utility where such rates are unfair, unreasonable, or contrary to law.

• Hear and determine claims by public utilities for changes in rates to ensure fair and reasonable returns.

• Establish, approve, monitor, and review tariff schemes and tariffs.

• Ensure the technical regulation of public utility services and the setting of technical standards, with regard to international best practices.

• Monitor and ensure that licensees comply with conditions attached to their licenses and standards set by the Commission.

Dispute Resolution

The PURC provides a fair and transparent mechanism for resolving disputes between consumers and utility service providers. Our role is to:

● Receive and investigate complaints from consumers regarding billing, service interruptions, or contractual issues.

● Act as an impartial mediator, promoting dialogue between consumers and utility providers to reach fair solutions.

● Ensure consumer rights are upheld while recognising the obligations of utility providers.

● Issue determinations or recommendations where necessary to resolve conflicts and improve service delivery.

● Build trust and accountability by ensuring disputes are addressed efficiently, transparently, and fairly.

Other Statutory Functions

• Provide advice to Ministers with sectoral responsibility regarding their statutory duties.

• Promote efficient and economic development of public utility services.

• Undertake training, manpower planning, seminars, and conferences in areas of national and regional importance.

• Enforce the terms and conditions of licenses granted under relevant enactments.

• Collect fees payable under this or other Acts in respect of which the Commission has regulatory or oversight functions.

• Carry out all other functions assigned under any enactment regulating public utilities, including hearing and determining any other matter under the Commission’s jurisdiction.
